They cant tell a scratch from a a bite, a lab x bulldog from a pitbull, a submissive malamute from a GSD that spazzed out or a traumatized cat from one that probably has skin problems? Seriously? Very few dogs that are taken and ordered to be pts rarely make it. The people in charge aren't going to admit they were wrong and thus more often than not won't reverse the order no matter if they are proven wrong or not.
