The problem is that a lot of the ranchers just plain don't want to have to train the packs of dogs to fend off the wolves (and it does take a pack). They want dogs they can throw into the barn and expect them to know what to do. A good ranch will have two packs. A group of flock guardians like pyrs, who will protect the animals from within, although they tend to allow predators too much leeway. Then they should ALSO have a group like ASDs and CAS who will put up a perimeter around the entire ranch and will protect everything within it. I took this picture at the farm but in the front are the two Central Asian Shepherd Dog puppies and in the back is the ASD/pyr mix who mostly ignored us and kept her eyes on the two calves, but came to check out the puppies.
