A minority still use the traditional all-paper licences, which are no longer issued. These are generally valid until the holder’s 70th birthday, as long as personal details are still correct.

That is correct, they will still be valid. I have one myself even though I am a photocard licence holder, however you will still need to have a photo licence to go alongside it. The below is from the very same page.

The ten-year photocard licences will become mandatory in 2015 when the paper licences are officially phased out. A quarter of drivers are still using the old-style paper licences.

all ours were paper until aprox 10 years ago .. then they brought in the plastic ones too ... all new drivers automatically get the plastic ones ...

I think the point the article makes is its 15 yrs since the introduction of photo licences and they expire after 10 yrs. even if you did move from paper to plastic, there are still those with out of date licences

Btw, all paper only licences are being phased out by 2015
