They did have an enclosed shelter, but they were overwhelmed by the number of dogs to care for exceeding the number they could keep indoors, 130 in total, due to bad weather setting in. They were only able to take 100 indoors into a barn, and the others they tried to give the best shelter they could. hopefully there will be lessons that can be learnt from this to prevent it happening again.
