I would say that the bc's parents should have just sent a letter (rather than an invoice) if they didn't see the other parents at the school gate. I think you've hit the nail on the head there. yes it was wrong of them to not attend when they fully knew they weren't going to be there. A pretty poor thing to do but to retaliate by taking things to this extreme does seem a tad OTT imo. Would have been a good idea to have it out with the parents directly.
