Thing is you have to be really careful about helping the dog as the law is only the police  can break into the car if you do it owner can have you charged for criminal damage

You can use a reasonable force excuse but the dog had better be in serious problems that can be seen by RSPCA or Vet when checked later as unfortunately the law is on the side of the idiots and really does need changing. What you should do is Phone police and RSPCA or a Vet and get them to the parked car Let them say dog is in distress then if needs be you a as member of the public could break the window and have a legal justification for doing so. If and only if the Police have not arrived at that time,.

In this case I would have done all of that at the same time taken owners car registration and pass that info to the RSPCA along with video and photo's and perhaps they could follow it up with a case of neglect if they feel they will stand a chance in court. But alas as I said previously the law is firmly in the abusing idiots favour which is a real pity.

People like that should be made to wear a fur coat and sit in the same car tied up in the back for an hour before they are allowed to say things like "Its not hot". Unfortunately, there are those kinds of people no matter where you are from.
