PaulG Posted July 2, 2015 Report Share Posted July 2, 2015 Thing is you have to be really careful about helping the dog as the law is only the police can break into the car if you do it owner can have you charged for criminal damage You can use a reasonable force excuse but the dog had better be in serious problems that can be seen by RSPCA or Vet when checked later as unfortunately the law is on the side of the idiots and really does need changing. What you should do is Phone police and RSPCA or a Vet and get them to the parked car Let them say dog is in distress then if needs be you a as member of the public could break the window and have a legal justification for doing so. If and only if the Police have not arrived at that time,. In this case I would have done all of that at the same time taken owners car registration and pass that info to the RSPCA along with video and photo's and perhaps they could follow it up with a case of neglect if they feel they will stand a chance in court.
